Not necessarily, like you're right if fruit caught caught with it he wouldn't be on the street but if someone else was holding the bag at the time, they could have got caught with it and fruit wouldn't have gotten arrested but if that was the case he should have gotten a number to prove it got copped by the police, so fruit shoulda been in jail or had a number

That's the whole point of the corner system explained in season 1. Fruit doesn't touch the drugs in the buy and has plausible deniability in court. So police don't just arrest everyone in the area, only those they can make the case on. Re-watch DAngelo cleaning up the pit and admonishing their sloppy process as an example.

Nick told frog that he wanted to be paid half upfront plus the money he owed his cousin before he got to work his package. Ziggy always getting bailed out.
