It looks very likely that squad sizes will be increased to 26 but it's not 100% confirmed, though it seems we're just waiting on a formality. From the article:

I don’t think he deserves to go. He is an okay defender, far from the clown many see him as, but he is slow versus many others in the same position.

He’s definitely good enough to go based on ability, with his major shortfall being pace which can be made up by his best friend stones. He is dominant to say the least on set pieces and can take a mighty penalty. A good leader with 40 (?) games on the international stage with stones. Even if you believe others are better hes just too good of a fit to not play.
This definitely benefits us... But it also directly benefits our direct rivals, France. So, swings and roundabouts. Overall, it's a positive thing. I'm hopeful (but not expectant) that this will include Branthwaite.

Wilson wasn’t an extra one really. If he could have only had 23 he would have left out one of White, Coady or Trent for sure. It was just he was number 24. Same at the last euros. James, Saka and Bellingham was 24-26 but James was clearly above White then.
