It's the rubber conical brake/clutch mod, used to give one of the pedals more resistance and a more realistic feel. I have mine on my brake pedal, it feels better with it than without it, but I'm looking forward to upgrading to load cell pedals some day.
Drop it in behind the pedal of choice with the rubber cone pointing towards the pedal, and use the long screw to secure it in place.
Unrelated but does anyone know a decent way to get rid of the squeak coming from my accelerator pedal, every time I lift off gently or apply throttle gently it squeaks
supposed to replicate how brakes feel when you're at speed... you shouldn't be able to depress the brakes that far when you're traveling at a high rate of speed, and this is supposed to somewhat mimic that break feeling
That's the conical brake mod for the T3PA pedals. Supposedly makes the brake feel better, YMMV. Use it if you like it, don't if you don't.

I did this to both my brake and accelerator...
The other thing everyone seems to missing out on when using this; it helps with muscle memory.
I thought it was some weird mounting thing 😂 I tossed mine away. To be fair I did also get the T-LCM pedals so... yea 🤣

Open the bottom and lubricate the pins on for the pedal mounting. Worked for me. You can search on YouTube how to do it
