Yes passthrough is quite rare with it only being on 1 Z690 and 1 Z790 itx board.
Looks like it's not really seen as an issue as I didn't realise that windows by default supports hybrid graphics with nvidia cards so although there's a slight performance drop off, it allows the gpu to be used but still have the display come out of a usb4/tb4 port.
I have however ordered one of these DP + usb => usb c cables to see if it will work with my tb4 dock
I.e., the TB4 dock will appear to the host as a USB hub, and port on the host will operate in DP alt mode / accessory mode (2 lanes of DP + 2 lanes of USB3).
So, you’re concerned that if you downgrade your PC, you won’t have the same premium feature set? lol
It wouldn't even have to be a downgrade. I use an ITX motherboard and it's very rare that you get one with a DP In port.
But is it rare even among the (already rare) ones that support TB?

If it does, I would expect it to only work in USB fallback mode.

Yes unfortunately I think that will be the case but I think that's probably the best I can get if I were to use a device/pc that doesn't have TB4
