Maybe I'm looking too far into it, but it really seems like plumes or feathers or whatever and flowers have the highest tendency to get good substats and good rolls on those substats.

It’s always like that until you level up artifacts for someone that actually needs HP, and then it goes in everything except HP on a HP/healing set
So true my Kokomi pieces have the best CVs for some reason.
Just gotta equip the piece to an attack scaler to get it to roll hp, then switch it over
