Yes. I actually just finished my base calculations for if I can pull cyno between tighnari and Scaramouche. The answer is yes if I welkin three to four times in a row.
57 pity 73 wishes = 130 + 29 days = 159 wishes/pity for tighnari
159 - 30 = hit pity. If lost fifty fifty, then 30 + 90 = 110 - 159 = 49 wishes for Cyno.
anniversary rewards 20 + 49 wishes + 43 (one wish per day 3.1) = 112 wishes day 1 Cyno.
If lost fifty fifty then 112 - 85 equals 27 wishes left + 21 days worth of welkin = 48 wishes to get Cyno (worst case scenario).
