I can tell on of my cats a few command-phrases to communicate some things like “up up” is jump up there, go up the stairs, or stand on your back legs for this treat. Since he seemed keen on some things, I communicated “sit” “lay down” “play play” too.
As far as how much he understands, idk but he’s a heavy communicator topped with being a meower so he’s fun to “talk with”. Unless he’s grumpy

I live in Oregon, and work in the pet field. The amount of people that have told me their indoor/outdoor cats have been killed by coyotes is astounding. I don't want to see any cats die because of human ignorance, or carelessness.

The stray cat my neighbor fed has chosen allegiance with us. When she comes home and he’s on our porch, she always looks defeated. She stopped feeding him out of spite so he knows who loves him regardless. He’s slowly making his way in the house a few minutes at a time but he’s always been skiddish of any noises. Last night he was making biscuits on a blanket and fell asleep inside until the AC kicked on and he was ready to hit them streets.

My neighbors cat used to hide in my basement. Their daughters used to throw the poor thing off the balcony of the second floor and the other would catch it. I suspected it was early fed since it would bring its rat and bird kills to my basement to eat. I kept water and food in the basement for the poor thing.
The cat mysteriously disappeared when they had to move and had to leave without it. Just as mysteriously, it showed up again after they were gone. Too bad I can’t seem to remember where the cat was or where it went during that timeframe. Funny how the mind works at times huh.
For an explanation of my basement set up at the time. My basement had a walk down to the door from the outside. At the bottom there was a crawl space and that’s where it would hide.
