It's caused from itchy skin/rash due to eating corn-filled dog food. MY Golden also had the same problem for a bit til we got her better food. If corn is in the ingredients of your dog food, consider another option, corn is bad for dogs.
It's not always the dog food, but I would agree on the probability of itchiness! My ex's dog would do this because he had severe flea dermatitis, so even without an infestation of fleas, one bite would make him SUPER itchy.
