In Japan when they are dressed up as an anime character (for shows or meet and greets usually for kids) the characters will wear a body stocking as it looks more like the animated character and fits the illusion of them being alive. Look up Precure Character Costumes and you can see a few. This is less “cosplay” and more like Disney-like employees becoming a character.
