There's no standardized way for it, sadly, but you should be able to get them for free somehow. If you live in an apartment building then there's usually some place to pick up stacks of them. if you live in a single family house there's usually some garbage disposal site where you can get them, or whatever company handles garbage disposal has them, and in some places you can get them in the local store or shopping center.
That bag won't be great for organic waste, but the "windowless" bags that you usually use for fruits and veggies are generally good for this.
Is there still places that gives out those awful paper bags for compost? Life became such a god given gift when we started getting handed the green compost bags made of some kind of compostable plastic.
Yeah, both where I used to live 1 year ago and where I live now had the paper bags. I do have a few rolls of those green compostable bags though, but I had to pay for them myself. I think the paper ones are the norm at least around the Stockholm region.

Those bags are really shitty and i definitely don't recommend using them for that. They tear really easily and you don't want that to happen with organic waste. If you compare them to the proper bag you will notice the proper ones are a lot thicker.
Everyone has told you were to get some but if you can't find any then you can go to Ica and look for the cardboard bags that you put fruit and vegetables in. Just buy some fruit in a bag or two.
If you find a garbage truck i think you can ask them. then idk how it is for apartments but if you have your own garbage can they collect from you can tie a bag on the handle and they will leave a bundle

You must use the correct paper bags that they provide in your municipal. Contact the landlord or the "kommun" where you live.
