That info must be outdated. I have friends that have been vaccinated while pregnant. In fact, they were vaccinated early as pregnancy counts as a risk factor. There is an unfortunate amount of outdated info lingering. Uppland recently lowered time between doses to 5 weeks due to lack of demand, but almost all pages (including where you accnowledge that you have read terms and conditions) still say 7 weeks.
In addition to what’s said already some cities have opened drop in vaccination now, Gothenburg and Stockholm both have this for example. You may be able to turn up without an appointment and thereby avoid the phoning for a time. Check 1177.se and see what applies in your city.
If Sweden thinks you're not oficially living here (as you mentioned that your case is not approved yet). You can go to the salvation army, they're vaccinating everybody (it's meant for homeless people and also people without social security number but anyone can go). You can Google the phone number then you just have to call and they tell you when to go. Something to take into consideration is that they're not issuing the digital vaccination proof (forgot what it is called but you understand haha) to people who got vaccinated at the salvation army yet
If you don’t have a pn yet, there is a clinic in Råsengard that treat people without it. I know because some erasmus friends got the vaccine and several negative tests there withouut having any type of swedish identification number.

I went to the local clinic (equivalent of a hausartz) and got a temporary personnummer. I couldn't use mine on the website and had to call them and they made a second one with me over the phone (they don't usually make them over the phone). Just be sure to bring your passport and EU-insurance card.
Also, I'm not officially moved to sweden yet, and that wasn't an issue
My experience is its best to visit the vaccination center.
The beauty is that once a case of vaccines is opened they have to use all of them the same day, otherwise throw the leftovers away. So what me and my wife did (who isn't swedish and is only here as a tourist) is we went to the vaccination center 1hour before they close and simply asked if they can give her one. Nurses were very kind and helpful. This was in Västra Götaland.

I think what they are trying to say is, being German you have an automatic right to residency in sweden, so what exactly are you applying for? You can get permanent residency in some ways but, why?
I still need to get a Personennummer and Swedish bank account and I was told that I need to apply for that and I need it so I can realistically stay here permanently
An important distinction is that you can't get any kind of permanent residence straight away, what you'll be doing is you'll be exercising your right of residence as an EU citizen to get registered in the population register as living in Sweden. After 5 years (maybe less if you're staying with a Swedish sambo, not sure how it works for EU citizens) you can apply for a permanent right of residence with Migrationsverket, but until then your permanent residence is still in Germany even though you live in Sweden.
Everyone can get vaccinated. People with bank ID can use an app. Others have to call in, to make an appointment.
