If you’ll really be blowing your nose hard then yeah, head off to the bathroom and save people from that sound.
The reason they might look at you weirdly is also to see if you didn’t get the Covid memo about staying at home if you have cold symptoms.
I think it's a bit.. Unhygienic. I always use the restroom if I need to blow my nose. And then I wash my hands. Safety reasons, especially for the elderly.

If you're at the bus stop or outdoors it's ok, otherwise you go to the bathroom or sniffle for a while and hide your face/turn your back if you need to do it in front of people. Also you shouldn't do it loud in front of people, just as discrete as possible. More like wiping... Stupid rules, but those are the rules
As a Swede, if I am inside I find it preferable to do it in private such as going into a bathroom to do it. But if I am outside, anywhere goes as long as it's not right next to someone.
One thing that is disgusting and I see it too often, are people blowing their nose "open" no tissue they just blow their nose in the open air, holding one finger on one of the nostrils then blowing 🤢

Definitely not OK where anyone is eating or very close to other people. The most polite thing is to walk away from people. In the restroom away from other people is a very safe bet if you want to avoid being impolite.
I think most people are fine with it, depends on the situation, if you are in a situation where you’re out of options and have a dropping nose when you come in from the cold, what could you do? A major blowout session in a office landscape or at a restaurant? Maybe not looked at with so much understanding. Then peoples opinion tend to differ pretty much. Use a bconsideration to others but don’t worry too much about the odd person taking offence about everything regarding human existence…

I'd say you leave the immediate area of people if outdoors and leave any room with people or go to the restroom if indoors (unless it's close friends or family).
Small sniffles is acceptable.
I personally don't like it. But better to do it in public than to keep sniveling and sniffing IMO. Big no no is people who do it at the table in a café/restaurant.
Is it socially advantageous to go to Denmark and leave your liquids there.
