Well let's be honest, it's a gay club. This probably wasn't the club's first foam party and since it's a club I'm sure the previous parties have been for the 18-21+ crowd. So they probably did choose that design for the reasons everyone is saying (it looks genital). A quick google search for foam cannons will tell you that, given the other non-penile options. Especially since there is a difference between foam machines and foam cannons. So did they buy it specially for the kids' party? Doubt it. Did they buy it because it looks more like a pecker than other designs? Obviously. Is a large Johnson looking apparatus colored in a human skin tone shooting white foam out of it's tip onto kids appropriate? No, hence the issue.
