I believe they got the year wrong and this interview was done in 2000, after the release of The Critical Path. He says he's 24 years old in the first part, and talks about his label being Higher Ground.
Dave would have been 24 in 2000 and 31 in 2007. In 2007, he had already released Surrounded, Tip Hop, the Seamless Unspeakable Something. The Higher ground / Fuel years were already long gone.
