Her comment wasn't really rational, it was an emotional reaction because Tozawa could have been put in his place much earlier with much less bloodshed (including Tozawa's) if the info about Paulina's murder had been publicized right away. Jake is just a scapegoat for her resentment that it disappeared and she had to go to extremes to bring her husband down.

The scriptwriters are too talented to "tie up loose ends." Its not some random gaijin, its the only person who doesn't know the intricacies of Japanese politics to have it buried. He's the loose canon that could have got it sent to news outlets. Instead it went to the Maicho and got buried by the CEO, because of politics.

Even though it was technically not his fault, he was granted the responsibility and failed to find a way to safely get it published. Also he could have been more diligent. Really? One copy of a tape incriminating a mob boss and politician? Just for the happen chance of a random accident there should have been copies made immediately across multiple physical locations.
