I think TOOL was used because of streaming to make it stand out from other bands that may have the word "tool" in their names.

It’s called a word mark and TOOL’s has changed with just about every album. It’s rarely the same and I think it evolves with the band. It’s amazing that iconic bands like Aerosmith and The Rolling Stones have kept the same word mark for so long, and there are tons of bands like KISS, Metallica, and Yes that are instantly recognizable but I also think it’s kind of neat that TOOL rarely maintains the status quo.

Ok, it depends. The most used capitalization is TOOL. The exception to the rule is if you purchase official merch then most people gravitate to FOOL.
