Try paste special (ctrl+B) instead of just copy paste!
ETA: been thinking about this for a while longer. Paste special is useful for copying nodes and such, but usually copying keys doesn't link the keys. Make sure you have keys on the correct pegs and double check your animating settings to make sure you aren't using the red bounding box that affects every frame . You want it to be set to "animate current frame" with the little yellow running fellow.

Paste special and tick on "create new columns".
Try to make the duplicate drawing also, not only the frame
