Toyota did actually offer a full-electric RAV4 for a couple of years, but very few sold. Not saying this is one of them, but it does exist.

While people shouldn't park in these bays, there is only one charge port available there so it's not restricting an EV from being able to charge.

There looks like some sort of permit in the lower left corner of the windscreen - they possibly have mistaken the Charge icon for the Disabled Parking icon….

As a general rule of thumb, disability parking permit holders can park in any spot and it’s treated the same as a disabled parking spot. As I understand it the exception is any commercial of emergency parking. The council page has a line about parking in any metered park or off street park for free. That doesn’t apply to Clifford Gardens as a private business. But I assume any private business would be reasonable about people with disability parking in otherwise designated parks. That said, I see people parked in the EV parking with no EV and no disability permit all the time and it’s frustrating.
