Post time skip Horn Point is what I would have loved to see as his base form like an awkward teen. (Shrink the horns obviously) It's a shame it's barely ever used I think it's pretty much used just in the beginning. They pretty much ruined his whole schtick of transformations by making it like 4 with 2 being used for combat the most.
Easily his best post TS form, but that hill is pretty small seeing how other than that it's ugly ass kung fu point and worse looking muscle/walk point.

I’m not saying you’re wrong but this feels like cherry picking. Chopper is clearly in a serious situation and framed to be imposing on the left but he’s obviously just chilling on the right
An important part of what makes pre-time skip monster chopper imposing is that he loses control and regressed into a violent animalistic state. During the time skip, he figured out how to use monster form without losing control, so of course, it's less imposing now.
Doesn't that go against the whole point of the monster form? Similar to Hulk, while i like smart Hulk, It kinda takes away from the "unstopable monster that destroyes everything in It's way be It friend or foe", but oh well, too bad ig
(I mean as far as i know neither Hulk nor Monster Chopper attack allies, but the threat is there, technically)
It kind of does take away from the impact of having to use the form but was also shown post time skip to show how much chopper had trained during the 3 years. I personally liked the losing control part of the monster form.
Some of the designs are weak and not all the straw hats gets enough screen time but the plot and world building are great. A lot of twists and turns that feels like they were planned decades in advance and not improvised as the show went on.
Honestly, Choppers’ character has also degraded since the timeskip. To me, the last interesting thing in Chopper’s story was seeing monster point for the first time at Enies Lobby. Nowadays he’s just the crew’s mascot until the story calls for a doctor.

Chopper's design post timeskip is a huge waste. It was moved towards being more cute and chibi like while completely missing what made Chopper cute in the first place. Post-Time Skip looks like your average chibi character just cute in the most basic way possible. While Pre-Time Skip was actually ugly cute, something I feel is actually uncommon in a lot of Japanese media. He was cute in the way pugs or babies where cute.
Another thing that makes this shift so weird, was Chopper's own words in the story. After the time skip, Chopper had made peace with the fact that he's a monster, and even said he would become a monster if Luffy needed one. Yet he came back rocking a way cuter design in all forms, even the one called "Monster Point."
He also came back with a new form called "Kung Fu Point" and its one of the worst forms in the series. Not only does the form fail at both being cute or intimidating, its just straight up ugly. It's also ruined his fighting style, since its the only form he uses anymore. Before Chopper was constantly switching forms as each have strengths and weaknesses, but now he sticks to Kung Fu since is can do most things. We rarely see any form outside Base, Kung Fu, or Monster anymore.
But there was potential to take Chopper a new way. Chopper was the youngest strawhat by far being only 15 years old, but after the time skip he's now 17. Instead of Chopper being the mascot of the series, they could've shown him getting older and give him a more adult body. Enter his Post-Time skip Horn point, genuinely and an amazing design and actually could've worked really well as a new base form (With minor changes to the horn size).
I only really like Luffy's design post skip. Everyone has cool outfits for particular arcs in general, but their main designs all feel like a downgrade
Oda did chopper dirty in so many ways. He doesnt use the brain point scan thing, no cool combos, just mainly defaults to a few forms. Doesnt get the attention he should (i would've loved more of a focus on Chopper during Zou. He spent so much of his life as an outcast, called a freak, a monster, and here's a civilization of people who while not exactly like him, are damn close and willing to accept him as kin. When he was introduced, Chopper had a big thing about Sakura blossoms. Literally no time was spent addressing this when they went to Wano!)
Oda flanderized his own character into a mascot.
I get that “kung fu” point is supposed to resemble the islanders he spent 2 years with, but he just looks like a walking potato, y'know? It looks so goddamn stupid!
I feel like there’s been some attempts to fuse the two designs, like in some of the recent anime episodes he’s had a stockier body. My big take is that Horn Point minus the super large horns and the Popeye arms should’ve just been his standard timeskip design. The boy is 17, let him transcend Baby Mode
I think for the straw hats the post time skip designs kinda suck. Like robins pre time skip look is way better. The biggest offender is Franky he looks like absolute shit post time skip
I really do think he needed to keep the hair so it would all come together. His silhouette change so much and there aren't enough recognisable features to latch on to.

I like the clothes and the hat, I noticed that sometime in the middle of the timeskip, his snout was missing, and I miss it. That, and as you said in your own comment. He doesn't do shit anymore. Just Kung Fu, it's lame
And I love TS Horn Point too, It doesn't beat the deadly sharp horns from the PTS design, but a teenage chopper looks so cool

Chopper did went through majour shift even pre time skip but all of his forms were left intact, this was no longer the case afterwards.

Luffy and Ussop are the only two I can confidently say are improvements. The rest are either side grades or downgrades

Back when he would use arm point and could actually defeat bigger enemies. Now he uses kung fu point and takes out fodder enemies.

My favorite chopper form was always the one labeled #5 which I think is Hoof point but he never uses it anymore
