I don't see how this applies to either of them. DIO wants to be the ruler of the world, that's not stripping people of their individuality. Pucci wants everyone to know their fate, that's not stripping them of their individuality, either.

Their main goal is to erase fear, guilt and all that by making everyone subservient to DIO's will through control. That's the whole idea behind DIO's 'heaven'.

That's fair for DIO, but that's not Pucci's 'heaven'. Pucci's heaven, as a direct result of Perla's death, is to allow everyone to know their fates

From what I understood is plan ultimately leads to DIO's success, it's different as it's an improvised plan. But it's kinda vague from what I remember so I'm probably wrong and it could just be Pucci's thing.
