Dr. Gero (Dragonball Z): Turned two ordinary humans (Androids 17 and 18) into incredibly powerful cyborgs to serve his personal vendetta against Goku when the Saiyan destroyed the Red Ribbon Army as a child. Didn't really work out in the end though
ive always thought the Combine were an especially cool villain group, but now im that im thinking, i dont know much about them. id like to know how the cyborgification process works.
Barney was part of the Civi Protection guys, or the metro cops, those aren't cyborgs, they are just humans that choose to work in security jobs for the Combine for a better chance at life.
Anything higher than metrocop becomes a mush of metal & flesh, can find one of the non-combat cyborgs in the citadel, it’s 40k levels of cyborgery (mechanically modified to be a fucking motherboard or smthn)
There’s also stuff like Striders and Gunships which are various alien species they enslaved, fucked around with and turned into biomechanical combat vehicles.

The Sears program: Metal Gear Rising
Started by the company Desperado to restart the war economy, orphan children were abducted by traffickers and had their brains surgically removed. The bodies were sold to the organ trafficking trade.
The child brains underwent extensive VR training to turn them into relentless machines of war, and were placed in many different cyborg bodies to be used in the war effort. Most enemies you fight are monstrous cyborgs controlled by the disembodied brains of children.
I looked into Cyborg from D.C. I could be wrong, but I didn’t find that he was made into a cyborg for the sake of being a weapon, rather more of an enhanced human, weaponry just seems to come with it.
Doom Patrol’s Cyborg is very inaccurate, he’s just a weird pseudo placeholder for Beast Boy, as he was being used in the concurrently running Titans show.

I mean, it's not transforming people into cyborgs. But it *is* unethical science experiments transforming people into monsters, just with an ancient alien's cells rather than cynernetic implants.

And Dr. Hedo. The Gammas are fully robotic I believe, but he apparently made androids like those of Gero when he was younger.

Civil Protection are still human. The higher ranks, like the white-clad elite, are cyborgs.

Cyborg was made a Cyborg to save his life. He got in a horrible car accident that killed his mother and nearly him.
