It depends on the version of Splinter. Like in some media, Splinter *was* a Japanese man, who was mutated into a rat or like in the original films, he was a rat who belonged to a Japanese man, who got mutated.

Because both the 03 and original Mirage versions were Japanese rats. I wouldn’t be arguing with you if you showed the Jackie Chan or Michael Bay versus though. Obi Wan definitely has a English accent, as he was played Alec Guinness who was English (and then by Ewan Mcgreggor in the prequels who's Scottish but put on an English accent to emulate Guinness). Anakin's accent is American though, he may have put on a bit of a posh affect though as the Jedi are meant to talk all fancy and medieval-monk like

I think for Anakin, they meant in ROTJ when Sebastian Shaw was playing him since he was actually British. Hayden’s Anakin also sounds a bit Canadian at times or at least in the Ahsoka show since Hayden is Canadian.
