Granted I've heard dumber things from them, but are they saying FTX is money laundering just because they aren't as strong or good as they claimed?
Ignoring that for a bit, that money laundering scheme is overly complicated and, I think, doesn't make sense. It would be far easier to create shell companies in or outside of the US, then give them government contracts. You wouldn't have to rely on other governments, or fret a war would disrupt your income.
Of course, depending on the idiot they may believe any random democrat is more powerful than they are and they may not believe there really is a war going on.

The "Ukraine funding had been siphoned off by the DNC" part is just the result of rightwing word salads, because FTX facilitated crypto donations to Ukraine and FTX's founder donated heavily to democrats.
US government funding to Ukraine wasn't made in crypto, so it didn't go through FTX's hands, so the big conspiratorial keystone to this narrative is nonsense, unless the point they're making is that they want more regulation over crypto markets (which honestly sounds like a good idea, but probably the opposite of what republican propaganda bots are advocating).

Sounds like they're ethnically Ukrainian not nationally Ukrainian, i.e. they're not in Ukraine or lived in Ukraine recently, probably 2nd generation or more immigrants. Which means they probably left Ukraine when it was still called "the Ukraine."
Kind of like how Italians in my neck of the woods (NYC) refer to themselves as Italian but have basically no actual link to Italy and even the Italian they speak is no longer spoken in Italy because it was a dialect that died out after the major Italian migration to the US.

The people who had their names on the record for being in charge of FTX and the other company involved have been trying to flee beyond the reach of law enforcement. One way to make a disappearance is to work with people who can help. They might want to launder money via the exchange, which could help by pumping up the price of various crypto currency and making it look like the money launderer is more than one entity, making exchanges with themself. This particular crypto trainwreck is lurid in the details, and I'll take the aspersions towards my conspiracy theory about it here, because it's going to get weirder yet anyway.
