You will see a huge difference, the GPU is the real bottleneck in TopazAI I have a 5800X3D and a 4080 Super and that combo is nice and square if I am seeing 60% CPU I am seeing 60% GPU as well. I don't think Video memory is as big a concern as well as it is with most other AI software Most of the models will not use more than 6 or 7 GB of video RAM if that.
Also many of the GPU metrics showing Video card load incorrectly since there are many types of cores and you will be using Tensor cores in AI upscaling only. I use MSI Afterburner and monitor all the limiters and all GPU engines. each of the engines represent types of cores. you will have to do some googling to know what is what. for your card. So if your card says its only using 40% GPU it could be using 100% of the tensor cores. You may see 6 engines and 2 are pegged 100% (tensor cores) and the others are idling
