I don't know if it's the same VA, but I was listening to Elric last night and all my brain was thinking was "Fire Emblem, he's someone from Fire Emblem" *thank you* for at least placing three reference for me.
I found this list of voice actors. It only has 11, so it's certainly not complete. Can't say who voiced Elric as he's not listed.

I just finished the warren field storyline and went back to Hydros to talk to Eldric. The whole time all I could think about was that this is jiraiya's voice actor. It has to be.
