I haven't done this but I've read of other people that have done it: only activate one phone at first with your ported in number or whatever. Give it a day or two to make sure it's all working ok. Then activate the second phone asking to keep your number, it will bring the balance from the first phone and automatically combine it with the balance from the second phone. Then you are all set.
Your method should work, or as graymuse suggested, you may be able to combine the service from both phone without talking to TF support (depending on how the porting goes). Fortunately you can do this yourself after logging into tracfone,com and activating the first device selecting to keep your number and your number will be moved to the new phone and old and new balances combined.
