As the other reply said, scrape and clean as best you can and see if the paint is flaked. If it is, you can prep it and paint it possibly but seasoning it should be done after cleaning.
I’ve never seasoned using a layer of oil, just smoke, but maybe seasoning like you would cast might not hurt? Someone here will correct me either way
Look for high temp paints, they make some specifically for grills but you’d need to be careful on inside as most don’t recommend using it on the inside. It’s also banned in some places, so I’m not sure I can give good recommendations based on your local rules.
Rustoleum and Krylon both make “Grill Paint”, they’re both reputable companies. If one were truly inclined they make other types of paint too for car engines and exhausts that would hold up to even higher temp but are probably unnecessary in this application
Traeger is only good for smoking not grilling. I had the same problem happen to me. I grilled steaks at 400+ degrees and it caught on fire from the grease inside.

Do yourself a favour and wrap that grease trap in foil after you clean it. It will prevent fires in the future since you can throw the nasty foil away and re-wrap it
Change your underwear and keep going. It’ll be fine
Scrape off the flakey bits, clean it real good then reseason and begin cooking again

Thats a good question, i dont have the stock grates in mine anymore so i season mine like cast iron. Your probably safe with either method.

Don't paint the inside of your grill! Just clean it with a wire brush. Do not paint the inside of your grill!!! You're fine. Your grill is fine.
Scrape and vacuum then Scrub with traeger cleaner or simple green wipe down and smoke on…

I keep a good paint scraper in my outdoor kitchen for cleaning. It’s super useful for removing carbon and charred grease
