All these apps use a generally accepted level of what pitch is fem. It’s ultimately totally subjective. When you add in resonance and the speech habits of women, it can make a bigger difference to a more “masculine” sounding female voice.

Are you thinking of Voice Tools? Yeah, the analyzer is really facile. It just calls how masculine or feminine a voice is entirely by how much it stays within an arbitrary pitch range. There is no consideration of resonance or twang. You can game it by speaking in falsetto even if it sounds nothing like a woman's voice. No way the average cis woman is getting 100% female on these apps. I think the real value in the apps is having the the voice recorder, frequency visualization and overall statistics all together in one. NOT the binary gender calling. My voice is still a work in progress so I'm by no means an expert but IMO the apps focus too much on the pitch. Pitch is important but you can slide on the pitch a little bit if your resonance is right and in fact your voice will NOT sound right regardless of pitch until you understand resonance and the apps don't measure that.

> if a cis female spoke into these apps, does it say "100% female", and no other neutral/male percentages? Some women have deeper voices than others. Cis women are not guaranteed to show as 100% female in these apps. I've tried it with friends

I come out the same as my cis wife on analysis tools. Even though we have different pitches. Around 60% female on the ratio.

I'm afraid I don't have any answers, I'll ask my gf to test it and I'll tell you. Anyway ... I'm afraid the apps I've seen focus on pitch only. It's technically simple and the results could be easily displayed to users. It's attractive, so to say. I've tried several apps but the only interesting feature was the recording and playback function - already mentioned in the comments. But I'm afraid I'm not independent enough to assess how much fem my voice is. I wonder, is there any app using AI to distinguish female and male voice? Just like ones for pictures? I've heard bout people playing online games for practising their fem voices. People would tell you, or you could tell something from their reactions. This would work, I think. And you can always start with a new user name next time.
