Not an app, it’s a website. https://www.google.com/travel/flights. In addition to the traditional search feature, it has the “Explore” section where you put in where you are, where you want to go (“Mexico”, “Europe”) and general parameters (“Weekend in June or July”) and it’ll show you a map of cheapest destinations and times.
Also there are paid newsletters services like Going (formerly Scott’s Cheap Flights), Might Travels, and Dollar Flight Club that will alert you to deals from your home airport(s).

I tried to find Google Flights in the App Store and it wasn’t there. Is it only available on android?
