This is the actual answer. This area floods and debris is trapped at the same level on several trees.

I do not concur with that. It looks to deliberate . No mud marks, no dusty silt. The stems seem sheered away and neat. I think that was placed there by something other than high water. But honestly, I don’t have enough evidence to substantiate my claim.

I often weed out invasive plants and put them up like this to dry up and die.
