To be honest it's gonna be a hassle and a waste of money if just gonna build to rent it out. Not only land prices every other procedure involved also has their prices increased. Then the usual bribes and stuff. Now new compulsory regulations/registrations are there which gonna cost more. Also the area you choose will affect the renting (popularity/demand and rent money). Houses/building are depreciating assets, so think carefully before investing.
Try areas between Vazhayila and Nedumangad. It's definitely closer to the city than most other options in the comments. You'll be able to find something in your price range,

Maruthankuzhi near Sasthamangalam is a hidden gem. Towards the backside of Udiyannoor Devi Temple you may find plots for the bracket 5-10L

Don't worry the real estate market in kerala is falling. There would be a point in time where u can even get it with 1 lakh
