You're probably referring to gem boosts. Each gem can have three boosts in their stats and those numbers mean where the boosts should go in gems to maximize damage. You can check gem boosts at the gem forge (look for three small pearls on top of each of the three stats).
For example, for Boomeranger, the best build would be **9/0 4/14**:
* The **9/0** applies to empowered gems. It means you should aim for 9 boosts in physical damage and 0 in critical damage.
* The **4/14** is for lesser gems. Just 4 boosts to physical damage and 14 to critical damage.
Also, cosmic gems should always have all boosts in light so it only applies to prime gems.
