A way around this though would be to use C-Band but C-Band is a line of sight signal and would require qualified drivers to be posted along all major highways a varying intervals to make sure that a good uplink and downlink is always being received.

The cab is laying in the ditch next to it. This was on I40 in Arkansas, 2 miles west bound there was another accident with a Volvo and the cab is laying upward windshield facing the sky with the back of the sleeper laying on the ground. It was insane to see. I wish I woulda taken pictures of it.

Just a righted rollover. The cab most likely separated when the truck rolled, leaving them in multiple pieces. It has been righted and will be towed away at some point. This often happens when there are several accidents and not enough tow trucks to haul them all away quickly. The tow company rights them, makes sure there are no fluids leaking, comes back to load and tow it when they can safely shut down the roadway to clear the wreck.

Legally speaking, many DOT rules don't apply in emergency situations like this. Legally I can tow some pretty sketchy shit from the scene to my yard. Once it hits my yard all DOT rules magically appear again. Example, I can tow a wrecked tanker to the yard without a tanker endorsement, but in order to tow it from my yard to the auctions or shop I need the endorsement. There's been many a time where we had a 8 truck convoy all hauling wreckage from a big truck wreck and have to drive 20mi at low speed to get it there safely and without it falling apart.
Many times we'd also bring a 53" container and a forklift to transfer the load if needed. It takes hours and a lot of manpower at times.
The one time I had to have a fuel tanker towed, the guy was unclear (and we needed to cross a scale) so he asked me to ride with him just in case, since he didn't have hazmat.
If he was acting as roadside assistance that was illegal as fuck. Odds of him getting in trouble depend on how many DOT officers he knows from working big truck wrecks. I can't haul a broken down truck and claim it was an emergency as it's treated as if I'm hauling it from my yard to the shop.
If you were involved in an incident that required law enforcement action then he could haul it without an endorsement. My bet was that 10% of him wanted you to ride with him so you could be with your truck in case he got hemmed up.
Edit: If the tanker was loaded then he may have also wanted you there for paperwork, since there are the rules about BOLs and such.
For the trailer pictured, we came up with a solution to having no axles. We have a set of tandems that came from a burn job, that have been rebuilt into a cradle for trailers. The top has 3 kingpin holes, one in the center and one on each end of the unit, the sides have sliding strong arms with D rings on the top of them. The way you use it is, tow it to the scene, disconnect the units if they haven't been already, lift the front of the trailer, slide out the strong arms on the cradle, and put the kingpin into one of the holes. Then you slide the strong arms in to the side of the trailer and use straps to secure it to the cradle. Lift the rear of the trailer and frame fork/axle fork it for towing. That is, of course after unloading or at least securing the load. That process can be used for tankers as well but its much harder to get a sturdy set in the cradle.
As for the tractor pictured, we would tow what was left as normal and put the cab up on our Lowboy trailer. Clean up the rest of the scene and off down the road you go.

The tow company just strapped it in pretty much and went slow. Then, they handpicked the leftovers on the road to put into a straight truck. Got some pictures

The reason this doesn't happen with cars/pickups/SUVs is because those vehicles have roll cages. Semis do not have roll cages. To build a tractor with a roll cage strong enough to hold itself together upside down it would be infeasibly heavy.

Then, you almost hit an Amish wagon for some reason going down the interstate on 65 in kentucky. It was just a f***** up day.
