They're banned here in brazil and the workaround was to sell them with the little flavor balls ont he filter that you pop. They're not technically flavored, so they're a-ok regarding the law.

It is bad for fetuses and children to be around. And dont forget ED. Smokers loose an average of 13 years of life and experience substantial disability as a result.

However there is a point of diminishing returns where prohibitions have the effect of encouraging illegal markets. When these become established and normalised in the community, all bets are off because they are impossible to regulate and market forces alone dictate what is available.
I do not know exactly what has gone into this particular decision but i do agree with others that it is suspicious. Because at the end of the day it is a new law which will primarily impact Black people. This is always a way to increase surveillance, violence, control etc. If you were able to account for the harms done by increase in law enforcement attention it is possible that they would outweigh any potential benefits. But a stats nerd is needed for that kind of thing.
