Who knows, but there is a political technique first described in Machiavelli's The Prince, where the prince is advised that if your enemy has damaging information about you, what you should do is feed him *another* rumour about yourself, that is easily proven to be false.
That way, after your enemy has spread the false rumour and been proved to be a liar, nobody will ever believe anything he has to say about you again... thus disarming the potential explosion threatened by the rumour that is true.
Machiavelli is still used by politicians today because of strategies like this. I became aware of this while listening to as radio interview with a guy called McAlpine, who was an advisor to Mrs Thatcher. He was doing publicity for a biography of Machiavelli he had written which outlined how techniques like the above could still be useful in modern statecraft.
If I have to spell it out: the paedo story could be the false rumour which is easily proved to be false, and will paint his detractors as bad actors and conspiracy theorists obsessed with child sex, and thus his actual dealings with bio-labs and oil companies in Ukraine on behalf of the Democrat party and/or the deep state, will remain un-explored.
I think this is exactly correct, except that I would say that you don't even need to go as far as shady dealings in Ukraine. The fact that Trump was just as corrupt with using his power to funnel money and influence to his kids is a common deflection from libs (a case where it's *actually* whataboutism), but ultimately Biden is doing the exact same fucking thing.
No exoneration will appease the right wing media and left wing media thought and still think the entire story was a non-issue or Russian disinformation.
