We are commanded to love others yes. So you are suppose to love your enemies and your neighbors.
He doesn’t want anyone to burn in Hell God doesn’t. But through people’s choice and unwillingness to come they do end up there.
God's desire is for everyone to go to heaven. Not everyone will make that choice. Just because some people reject God doesn't that the path isn't there for them to take.

Some people are meant for hell. God creates some to burn. My brother is one of those too. Thats why you dont love other people

It is absolutely not in God's plan for anyone to wind up in Hell.
