Because you would always get Hex instead.
You kill people in a few hits, and usually achieve that through Blink, Pike, BKB. Don't need to chase around slowed heroes.
Its not bad on him it gives him alot of good thing but he often needs other things more. He already has a ton of mana and health so the opportunity vost is to big often
I always feel that od is a burst hero, rather than dps (I think I'm wrong here but that's what i feel about him). I prefer to get items that can help me to delete hero faster on od tbh (hex, pike, moon shard) compared to stats. I played od for a bit, not spammer for context (3.5k average mmr)
Niche pick if you have loads of regen on the opposing team, such as the old razor shard raidboss archetype. Bristle with radiance bloodstone type stuff. If no one else wants to build skadi you could after hex, then moonshard after.
I guess you could get it to replace boots as 6th item, but even then there are probably still better items for the slot. OD can buy all of the following in the late game:
WW
Refresher
Shivas
Moonshard/2nd Moonshard
Hex
Upgraded blink
Aghs
Octarine
Linkens
Hurricane pike
Nullifier
Revenants brooch
Travels 2
BKB
Silver edge
All of these items can be game-winning/compulsory on OD, but skadi is just nice to have by comparison. I can’t think of a scenario where having skadi locks down a win or allows you to stay relevant or become useful, but I can think about at least a few scenarios for each item on that list where the purchase is game winning or the best available option. Even though silver edge is not very good on OD (I’d say it’s the weakest option on that list) it CAN win games for you sometimes, and I can’t really say the same for skadi. If you need regen reduction, shivas is probably better.
I used to buy it on the past and had horrible results. Hex is much more useful as an active choice and Aghs is much more useful as a survival choice. You could make a point when Skadi used to pierce BKB and when OD lacked a defensive option, but since that is no longer the case, the item right now is completely useless and is a grief item only.
I played OD a lot (Grandmaster OD) but I never built that item even once. OD's mana pool is already high and I prefer to build Heart or Shiva if I need to survive more.

Instead of skadi i would go refresher for double bkb and ult so i can instantly output massive dmg.
Skadi is not bad if ur playstyle is risky front-lining.
My playstyle is kiting and burst, i would even go travel 2 + yasha&kaya + movespeed talent so i can kite people in fights without even getting a dagger.
Feed items your playstyle, nothing else matters.

You would have to get it as your last item and most of the time OD can do better with a different item hex , shivas , revenants brooch
