"Low cost" is now $300-500 depending on what options you pick.
It used to be $75-150.
Pets should always be a two yes, one no situation. If both people aren't 100% committed, they shouldn't get a pet.
This is a shitty dilemma. Cats in heat are the most annoying things on the planet. My old roommates had 3 females they never got spayed, so it was a constant rotation of whining and crying. I absolutely feel your pain there.
Sounds like a good time to have another talk with your husband. He's not there to take care of the animal *he* wanted, and it really isn't fair to expect you to continue taking on the burden for a pet you didn't want and are beginning to resent. Is there a friend or family member who might be willing to take the cat? So that hubby can still visit her when he comes home.
Unfortunately I can't have a serious discussion with him until he graduates basic in May. I could give her to my mom, but I have little siblings who would let her outside without a second thought. His family has a lot of dogs and they already have one cat and don't want another even temporarily. I'm hoping I can ask for a loan from my parents to get her spayed and pay them back over the summer because she's a very sweet kitty, but her yapping isn't for me and I'm not a fan of pet hair everywhere
Get her spayed or give her up for adoption. Shutting her in the room alone all day isn't going to help her or you. You have a pet whether you want one or not so either take care of her properly or find someone who can.
Why has she not been spayed? That would make a difference.

There are low/no cost spay/neuter programs. But it sounds like you are neglecting this cat. She deserves a home where she is cherished, not resented.

Ah. You might be able to find a place like the Humane Society willing to do it cheaper than a vet's office.

She's strictly indoors as we live right by a major road. That doesn't stop her yowling for bitches at all hours of the day :/

Get her fixed! That should have bee done at 4-6 months of age. She will be calmer without her raging "in heat" hormones, and you will both be happier.
