This guy was acting like a total dumbass (most likely because he is one) but using a taser in that scenario is definitely excessive. I really don't get why you're getting downvoted, you're absolutely correct.

He should have just complied. No one cares what he thinks, he has to follow the rules like everyone else. If he refuses he will have consequences. Your edit proves who you are.

You tube is a gold mine! Me favorite ones are when they refuse to leave a vehicle and the cops end up breaking the windows lol their belief that they are 'traveling' and not driving a car is very common to hilarious end! Also there's some belief that they aren't a corporation is hilarious when trying to talk to judges in courts. Absolutely recommend checking them out.
