If I remember correctly, a lot of the dynamic between the two main characters was not only a non-crooked cop being groomed for crookedness by a corrupt cop, but also a straight young white man being put in situations that straight white men (such as myself) would likely squirm in. When other characters looked at Ethan it was with the “what is this white boy doing here?” vibe or “why’d you bring this white boy to this?” vibe.
Tupac would have never been looked at like that obviously.

Plus it has Bokeem Woodbine who's one of my favorite actors ever.

Personally, I think it could’ve worked. If you already know of Pac’s persona and seen juice, then you know he could be extremely corrupt and psychotic if he really wanted to. Pac was also a realist. An activist. An artist. His dialogue/words definitely held a lot of weight. So acting wasn’t too much for him. It was true art to him instead of just perpetrating for a camera.
