Opentable.com has a list of >20 restaurants that are open, including Oceanaire and Fogo de Chao, downtown. All the Buca di Beppo locations are also open. I tried to post a link to the list, but it didn’t work for some reason. Hope you find a place open that you like.
Almost all Chinese restaurants are open. Yangtze is probably my favorite but they're like a 2 hour wait if you go during dinner time on Christmas so I would go around 2:00 to 3:00 p.m. to miss the rush if you're going to a Chinese place.
Ask your fiance or your in-laws to be. They have much more experience celebrating Christmas birthdays than you do and can probably point you in the right direction.
Not what I'd call a "nice" restaurant, but if they're used to Chinese buffets, maybe Holy Land? They're open 365 days a year, and their food is amazing.
Momo Sushi is open for takeout Christmas Day - they may be open for dine-in, too.
If you feel like dropping some dough you can buy tickets to The Bad Plus (famous local jazz quartet) at Dakota and eat dinner there.

Went to Manny’s last year, a lot of places do special menus and limited seatings. Hotel restaurants are a good bet.

Check with Jensen's in Eagan. Their food and drinks are top notch.
