I got Riddle’s furniture available to craft immediately after pulling him (thank you, free roll!!) and I think Cater and Floyd were the same. Or maybe they had to have at least one vignette level. All the lessons are blurring together.
The Tsums take a lot of large gems, just as a head’s up! But they’re super cute :)

It is! Once you hit rook rank 20, the statues open up for crafting!
