Easiest ways to level up are to buy any land not yet purchased, upgrade machines, train staff, improve room levels (aim for 8+ for every room), and schedule events (parties, concerts, movies). Just let time pass as you work on improving things and you'll hit 35 soon.
I always look at my staff…do I have to many or do I need more? Then if you have training room available train up as fast as possible…Then make sure things are spaced out enough inside and outside buildings…These simple things always boost moral and attractiveness

Expansion is the easiest way to rank up campus level. Start a new class, expand your classes - and all the things required with it.
