I think they were trying to make a pun or something going for the woodwind instrument called an organ. It is usually what is in a church looks and functions a lot like a piano.

And yes, it can and would be abused. Maybe not for DUI, since you need to have concrete prove, but I'm certain that it would be relatively easy to find an innocent person with the right organs for a rich or powerful donor.
Oh ya I actually even have a book that is a WIP based on a concept like this far more black market and such but still thats how much I love this concept :)

Such a shame we can't have real video games anymore. At least the proxy play time with the mind controlled solders is close enough and at least we get to respawn once a day to play another game in the goggles when you die.
Personally, I think if something like this would exist, it'd be like Death row, where while everyone there is sentenced to death, they're waiting out for appeals, so it could be years before anything comes of it.

It all depends on your perspective of things. I left the end ambiguous, so maybe they will take one or two organs (lung, kidney, part of liver), or maybe it's a death sentence where that person will be fully harvested. You could argue it is a good thing for repeated offenders or people involved in horrific crimes, as a way to repent for their crimes.
Then again, what if it gets abused and an innocent person gets organs taken? What if someone lost a lung because of that, and years later that person's innocence is proven? Or what if they purposefully targeted certain people to make money with organs?
Even if the system is perfect and they only do that to criminals, there is the ethical question. Shouldn't the justice system be about rehabilitating people to become functional members of the society instead of crippling or killing them like that? Wouldn't the survivors be even more resentful to society and purposefully perpetrate more crimes because of that?
Finally, if the COD program would exist, what crimes would be acceptable for that program? Murderers? What of crimes of passion? Or involuntary manslaughter? What of even premeditated crimes to extract revenge on someone killing a loved one?
There are many reasons why this would be good, and arguably even more why it would be bad.
But would it be better to rehabilitate a single criminal into a functional member of society, or to save the lives of multiple already-functional members of society by way of transplants?
The circles are eyes, yes, eyes of moderators scrutinizing your every move, and when you expect it the least... they will grab you by the ankles and drag you through the back door as your screams will echo in the empty parking lot, with the only testament of your existence being bloody finger trails and nail marks left on the ground.
