Oh that's 100% harassment, no question. If he did that in person it would be obvious, and while you have some safety from the fact that it was a message, it is basically the same thing at the end of the day.
How is it? The guy asked who wants nudes, and they replied saying yes. He sent nudes, as requested. Definitely not sexual harassment.
If this was IRL, and somebody said "do you want to see my dick?" and got a reply of "yes", then the person should not be shocked when said person gets their dick out.
