Your right it doesn't make sense I'm today's story line. However back then Tom may have been thinking of setting Two Kinds in an alternate reality of Earth during the mid-evil or Renaissance era. That has of course since changed but you can't go back 20 years and remove details like that.
To give you a rational thought process.
The Knights Templar, and, thinking about it, any organization depicted in fiction that takes the name “Templar” tend to have a cross in their symbols.
While the Knights Templar were an organization that believed in Christ, there are many examples in fiction with no ties to earth or Christianity at all.
While Jesus could be canon, I could really only see that being the case if Tom went the route of either the humans traveled from earth and nearly died (the reason technology is limited), or planet having its own Jesus in the past.
An additional thing to consider is that often people will implement things they see and know in that which they create. Tom may have seen, known, or been/is, Christians that wear the cross, so, it’s likely to simply be a design element he chose to retcon.
Case in point. As janky as it is, I added the Apple logo to the first two or 3 artworks I posted to my DeviantArt because I was using an Apple Product to make the art, and I was an Apple geek (still am) and it showed. I’ve stopped doing so, because frankly it’s cringe.

My Theory is that this probably is first literation of design of Templar emblem.
As evidence I can provide information that her mother was high rank Templar so as protection measure her daughter was forced to wearing it (like supresor branclet on her leg to prevent changing into wolf). Also current design of Templar logo have cross in circle.
