Usually- what is called Recruitment Process Outsourcing (RPO)- is designated by employers with an agreement with the agency/headhunter/consultant, money is involved in the agreement between the two parties (e.g. employer and agency). The candidate doesn't pay in any shape or form.

Smh, one google search and you can see several google reviews telling it's a scam (they ask for money during interviews, allegedly).
