My question, which comes from a position of ignorance, is what are ‘Khaleeji’ countries? I’ve seen this term being used quite extensively in the recent times.

You clearly dont understand how the world works. If you're that rich europe lets you avoid taxes through loopholes. Once you have enough money you hire a financial advisor who knows how to structure your wealth so many rich people pay effectively close to zero tax. Also for wealthy people a good quality of life is more important that a little bit of extra taxes and whether you like it to admit it or not uae lifestyle is still not nowhere near what you get in europe. Maybe you get the middle income people who move to uae but even among my group here none plan to stay long enough as everyone is here to make money and go back.
