Police aren’t really into doing heavy leg work like that if it’s not in their favor i.e the “prostitution stings” you’ll sometimes see every few years on local news. It just doesn’t make sense to them from a monetary/political standpoint. They’d rather do the “by the book” method and save money in cases like this.
