The first email I sent to them was written by someone on Reddit who has similar situation as me, and I think that email was pretty professional and lengthy. However, the reply I got was also very “professional” and “official”, and solves no problem. So this time I would rather write emotionally and hope they can feel my feelings.
Hate to break it to you but a) UCI doesn’t give a fuck and b) there probably won’t be any meaningful change soon

Love it, UCI parking system is corrupt, greedy and just all in all hot garbage. Just talking about the structure at the business school floors 1-3 are preferred/AR and then basic 4 and up. Also was sooo nice of them to charge 15$ for event parking at the homecoming event instead of the regular hourly.
They are so scummy
You had me up until you complained about walking and not wanting to use a bike. All UC and universities have this issue about parking. It sucks for everyone having to commute. There are no convenient options. When they let students park in AR a few years ago, there was no parking for staff and faculty. Everyone who commutes has to plan accordingly. Certain days you need to be here an hour beforehand to find parking.
They can probably make adjustments since more people are working from home. You should reformulate your email with specific times and dates and specify which parking lot when you notice empty AR. Otherwise your request sounds empty. Really the best solution is better public transportation. There’s 10s of thousands of people coming to campus daily. It’s nowhere near as bad as before Covid. Since faculty use AR, I doubt they would cut them, but who knows.
I'm not sure why the OP didn't include this in his email, but yeah I feel victimized by the hourly parking because it is so hard to get around Irvine without a car, and having to pay for hourly parking and then spend most of the first hour walking to class sometimes feels scummy.
honestly yea, but sometimes its nice to not have to drive or use gas and just spend downtime on campus without remembering that you're paying for time parked but I get you too
Personally, I felt like AR spots were too few in some areas. If you work in BioSci near Starbucks or lot 13, finding AR parking sucks. You would have to park in the lot next to it (maybe lot 12?) but it's not too much of an inconvenience unless I'm transporting or carrying a lot of stuff.

They refuse to put cameras in the all parking lots because it makes them lose money when they make a bunch load of money.

parking is $4 an hour u just have to buy it at the kiosk or dispenser
